Downtown Seattle Bus Tunnel - I think it's a great idea.  Buses can go everywhere in the city so the tunnel gives more flexibility to transit routes.  Metro / Subway lines are fixed.  However, this has not been that successful in Seattle, it has never been expanded.

Buses in Downtown Seattle are free!!! 24 hours a day!
